THE MEMBERS OF THE IBAS ADJUDICATION PANEL (LISTED BELOW) WERE APPOINTED TO SERVE CONCURRENT TERMS FROM 1 MARCH 2019 to 28 FEBRUARY 2022.

**THE TERMS OF THE EXISTING MEMBERS OF THE ADJUDICATION PANEL HAVE BEEN EXTENDED BY TWELVE MONTHS, TO 28 FEBRUARY 2023 PENDING PUBLICATION OF THE GOVERNMENT REVIEW OF EXISTING GAMBLING LEGISLATION**

 

DAVID ASHFORTH

Well known racing journalist and author who, following an academic career, worked for The Sporting Life and Racing Post for 20 years as well as for the Racing Times and Daily Racing Form in the USA. He has twice been voted HWPA Horseracing Writer of the Year. Extensively published author on horse racing and betting subjects, including Hitting the Turf: A Punting Life (1996); For The Good Of Racing …The First 75 Years Of The Tote (2004); and Fifty Shades of Hay - The Extraordinary World of Racehorse Names (2018).

 

NICOLA BOWES

Brings to IBAS extensive ADR experience gained as an Ombudsman with the Financial Services Ombudsman and previously as an Investigator for the Parliamentary and Health Services Ombudsman. Former Judge of the First Tier Tribunal (Social Entitlement) having previously worked for 8 years at the Camden Community Law Centre and for 5 years prior to that in consumer-facing roles for Citizens Advice in their Camden and Merton bureaux.

 

Sean Boyce

Well-known racing and betting journalist and broadcaster, most familiar to bettors as a presenter on television channel Sky Sports Racing.

 

John Cobb

Associate Editor of the Racing Post, formerly Racing Editor of the Independent for 22 years and a writer on a variety of racing and gambling issues. Leads Racing Post coverage of responsible gambling and safer gambling issues.

 

RACHEL ELLIS

A Commissioner on the Criminal Cases Review Commission and an Ombudsman with the Financial Ombudsman Service. Formerly a criminal law barrister, instructed to act on behalf of both the prosecution and defence in a comprehensive range of proceedings, including those involving violence, firearms, robbery, fraud and money laundering; represented a diverse range of clients including youths and clients with mental health problems.  


Robert Fenton

Experienced writer on racing and betting issues, best known to readers of the Belfast Telegraph. Member of the Irish Football Association’s Appeals Committee. Keen follower of greyhound racing, who recently worked as the Assistant Racing Manager at Northern Ireland's Drumbo Park Stadium.


Keith Harris

Former Betting Shop and Customer Relations Manager in the retail betting industry, before joining HMRC and progressing to a senior investigative managerial role. Proud joint-owner of Sue Gardner-trained horses Coeur Blimey and Woulduadamandeveit.


Adrian Hunt

Former Racing Editor of the Daily Telegraph (1988-2006) having previously written for the Sporting Life and Greyhound Express. Member of the Greyhound Board of Great Britain’s Disciplinary Committee.


RICHARD HUTT

Complaints Director at the BBC, investigating and adjudicating on alleged breaches of BBC standards. Previously he was Correspondence Manager for the Director-General, following a career in factual television and radio production. He has extensive experience in complaints management and public service, leading sessions in accountability for international broadcast regulators and classes for young people in identifying fake news. Author of The Modern Man Manual (Haynes Publishing 2017).


Tim Moore

Chief Executive of Administration of Gambling on Tracks (AGT). Former Betting Ring Manager, and Betting Shop Manager, also seconded to consult on early Gambling Commission policy development.


Kevin Pullein

Respected leading authority on football betting, writing for the Racing Post and other specialist and general publications, with particular expertise in the mathematics of gambling. Author of The Definitive Guide to Betting on Football (2009).


Mike Roberts

Experienced racing and sports journalist (Sporting Life and Daily Telegraph), former racecourse reporter, starting price returner and developer of racing ratings systems.

 

JOHN SAMUELS

Extensive experience in the gambling industry, holding positions from branch manager to senior operations executive. Acknowledged Independent Expert Witness in gambling matters, listed on the National Crime Agency Register of Independent Witnesses.  Author of  Down the Bookies which chronicles the development of the UK off-course betting industry.


George White

Original member of the IBAS Adjudication Panel. Former Sporting Life Managing Director (1985-1991) and founder editor of the Sporting Life Weekender. Latterly launched the Racing Times in the USA; programmer and systems analyst.

 

PHIL WHITE

Former Head of Negotiations with Local Government Employers, where he led national negotiations with trade unions on pay and conditions, and was responsible for the resolution of industrial disputes. Currently a member of the panel of arbitrators retained by ACAS (the Advisory, Conciliation and Arbitration Service) to arbitrate in disputes between employers and trade unions. Keen bettor with a particular interest in football ‘in-play’ markets.
